[ale] video chat

I started it up out of curiosity last night on my home machine with a
webcam.  Kopete detected it and had controls for it.  I coulnd't see how
to set it up to send a pic though.

I need to find a better cam though, the 640x480, REALLY grainy on my
webcam pretty well blows now.
