[ale] why would a connection be refused on port 25 of my server when trying to send out mail ?

My email program [Evolution] uses port 25 to send out [smtp] email with
no problem.

But when I try to send an email from my news program [Pan], also using
port 25, my server is refusing the connection.

How do I trouble shoot this, please ?
