[ale] update re: aid/help for Tulane students at GT and USG ...

Here is the latest update on how Ga. Tech. and the University System of
Ga. (USG) are helping/aiding students from Tulane University and other
colleges/universities effected by hurricane Katrina and its' aftermath.
