[ale] DST params?

Hi, 

This may have already been discussed here so I'll apologise upfront if I'm 
being redundant. 

Now that our illustrious Congress has changed the parameters for daylight 
savings time (it will start at the end of march and end in Nov starting next 
year, I think)  I'm wondering how/where to change these params on my SuSE 9.2 
system? It seems like I've seen them somewhere but I can't remember them now.
