[ale] Problems installing perl module GD

I'm not even 50% sure on this as a solution, but:

I have had numerous problems with CPAN and Fedora. The trick I found was
to change the LANG environment variable to "C". Fedora sets it to
en_US.UTF-8 with causes build problems.
