[ale] SSL, Apache, and Windows 98

The only thing I can find related to the issue is at

http://www.extremetech.com/article2/0,1558,20373,00.asp but it seems
that you are already doing these suggestions. You might want to try
using a mozilla based browser to see if that works. If it does, the
only thing I can suggest is that you look for Windows 98 users and
prevent them from using the page unless they are using a known working
browser. It is a poor solution but there isn't too much you can do
about it. As far as I can tell Windows 98 isn't supported by Microsoft
any more -- http://www.microsoft.com/windows/lifecycle/default.mspx
