All the arguments I've seen about naked DSL is the fact that they can't
recover the loop charges from the ISP. I don't see what the problem is. When
they allow a CLEC access to an unbundled loop for voice, the charge to the
CLEC includes their loop charges. Why can't they do the same thing with
unbundled DSL? I've seen references to other ILECs this is available from,
and there is a negligible, $5-10/mo, increase for the loop charges.
