Mike,
To be very specific, you would use Yast2 to change or add online 
Software Resources.  The other posters have given you the links.  On the 
www.opensuse.org site under Downloads, there is a section explaining how 
to add the http or ftp repositories into the dialogs properly.  You pick 
the server type, http or ftp.  Add the name of the server in one spot 
and the path of the source in another spot in the form.  Test it with 
the ftp.ale.org repository.  The software sources manager will test the 
connection and tell you if it is usable.  Adding multiple sources is 
okay as long as you can resolve dependencies properly.  Yast2 will tell 
you if you have problems so it isn't really an issue unless you added an 
inappropriate repository.

Now, upgrading requires unmounted target root and system partitions that 
you plan to upgrade so you do need to burn a bootable iso or floppy that 
you can enter a repository into at the installation source prompt.  If 
you have another system available, you can store the SUSE9.3 distro 
online locally and access via NFS to speed up the install and not be 
dependent on a network based install.
