your 2.4 and 2.6 are on the same box (alternate boot lines)? If not,
difference in sshd_config, sshd version?

# run an instance of the same 'sshd' binary (and -f
/etc/ssh/sshd_config) from command line, enabling debug mode
sshd -D -d -d -d -d -d -p 22222
