[ale] Load average high when disk usage is heavy

I have been having a really serious problem with load average and system
response when processes access the disk a lot for quite a while now. I am
wondering if anyone is having, or had, this problem? If so, do you have any
ideas what I can do to fix this? I believe it started happening when I moved to
the 2.6.x kernel series. With, and without, pre-emption enabled.
