Which is a ratio of .84, which is why they're cropping the top and 
bottom of your pick

For a 4x6, crop it to 25.08 height, for a 5x7 crop it to 26.98.  Then 
add your frame and date.  (Assuming the frame you're adding is the same 
width all the way around.
