[ale] ? about Debian pks held back in upgrade

Hope all had a Happy Holiday season.  Had time to play with my Debian 
Sarge system and managed to fix a few issues without breaking others :-)  
I think I've read this one before but can't remember the answer.  When 
you do a "apt-get update" and then your "apt-get upgrade" you 
sometimes see several packages marked as "kept back".  I think these are 
packages that are broken.  Is that correct?  Also if that is the case 
will they automagically be included in the upgrade when fixed versions 
are available?  Or is there something I have to change on my end?  Just 
curious as about 3 packages have been held back for a while.
