Rut Reformer. Home Depot. Don't know about a spray version. The one I
used was a brush on. Do some light sanding to knock off the heavy rust
and smooth it out a bit. Then this stuff converted the rust to a tough,
non-rusting material that acts as a good primer for a top coat.

I had best results with a good even, all-over light rust coating. Primer
doesn't stick as well as this stuff and this stuff needs to rust to
actually bond to the metal.

Of course, hydrochloric acid will remove the rust. Naval jelly is easier
to use than HCl.
