Yes.
Is it possible to do it without using the same directory structure? (i.e. cvsroot base directory different). And is the history still in tact as well?
I untarred the tgz, set up my /etc/cvs-pserver.conf to point to the repository, ran cvs init -d /directory/name and still no luck.
As far as I can tell, I haven't skipped any crucial steps...

Yes, I have, many times, by tarring up the repository, copying it to the
new box, and untarring. Is this how you moved it?
