Presumably because education is not a priority in their lives. That of
course is easily pinable on the parents. (or parent in most cases)
A lot of these folks are struggling to get food on the table consistently
and have clean clothes to put on their backs. Hard to blame them for
letting education take a back seat.
These are my personal observations, I grew up in near rural Mississippi and
have a pretty decent feel for what poor is.
I submit that the vast majority of HOPE recipients are well within the
middle class definition and the vast majority of "contributors" are not.
If we really want to have a discussion about it then I'll see what info I
can dig up with respect to my above submission.
The lottery does boil down to a tax by choice. I just think I would feel
better about it if those "tax" dollars went back into the communities they
came from.
This discussion will soon be labeled political so I'll not post again until
i've done a little reading. In the interest of the "On-Topic" list.
I'll see what if any numbers I can dig up on the subject.
