As root:
rpmbuild --rebuild foo.src.rpm
Near the end of the billions of lines of text you will see:
wrote /usr/src/redhat/RPMS/.....
That tells you where the final binary rpms were put. Now run
rpm -Uvh /usr/src/redhat/RPMS/foo.rpm
and the upgrade will happen. The old config files will be kept and new
ones will be written as foo.rpm-new .
