Australia has taken the lead in electronic voting. While proprietary
electronic
voting devices made by Diebold have come under scrutiny in the US,
Australia decided
to use open-source software for their Electronic Voting and Counting
System (eVACS).
The eVACS system runs on Linux, itself an open-source operating system.
"We'd been
watching what had happened in America (in 2000), and we were wary of using
propriety
software that no one was allowed to see," said Philip Green, an electoral
commissioner. "We were very keen for the whole process to be transparent."
That
meant that the voting software code was posted on the Internet for review and
evaluation by all. "The fact that the source code had been published really
deflected criticism," said Matt Quinn, lead engineer for the eVACS system.
Australia
developed the system in 2001 and tested it in a state election that same
year.
