A couple of things I noticed about this.  First, when I would get the 
error message, which looked like something from Microsoft, 'an error has 
occurred in the install' or something to that effect, I switched to a vt 
and noted that the swap that had previously been mounted was no longer 
mounted???  I guess there's the possibility that it was unmounted 
because the error was detected, but I'm wondering if this is not a 
problem caused by the attempt to remake the swap partition or something 
along those lines.

Further, I added additional memory to this box, 128mb, and still 
received the same error.  Weird.  I had also tried RH 7.3 and 8.0 with 
no success.

When SuSE starts up, it tells you you don't have enough memory and that 
they will mount some swap.  I verified this happens prior to the 
continuation of the install.  I just think it's likely that SuSE hasn't 
tested this sufficiently as that's not a target machine.
