Client-side or server-side? The NFSv3 client code has been in the
2.4 kernel for a while, but was marked experimental. More recently,
the experimental label has been removed so it is considered ready for
prime time.
To use NFS over TCP on the client, just add "vers=3,tcp" to your
mount options and Bob's Your Uncle. Of course, this assumes that
the server is running NFSv3.
Server-side support for NFSv3 with TCP is still experimental. There
are some patches that allow NFSv3 with TCP,

We've been running NFSv3 over TCP both on the client side and on
the server side for quite a while and have had no troubles what so
ever. If you do, the NFS mailing list is a good place to start.
I seem to remember some traffic on the NFS mailing list about
forcing the NFSv3 server to only use TCP. I can't remember the
details and I haven't had much luck searching for it (need coffee).
However, I think there is a way to do it. Otherwise, the server
automatically support TCP and UDP for NFSv3.
NFSv4 support is in the 2.5.x series kernel but I don't think there will
ever be a 2.4 back-port. I haven't tried NFSv4 yet since I'm reluctant to
try the unstable kernel series, but NFSv4 has some nifty features I
want to try.
There have also been some articles on the web about NFS over
TCP using SSH. I haven't really read them or even implemented them,
but it sounds interesting.

Good Luck!

Jeff
