[ale] OT: CSS confusion

Anyone:

Please explain why, as soon as I apply a CSS tag to a page, the line spacing looks like its TRIPLE spaced.  I spent hours trying variations on line-height and padding and margins, to no avail.  Table elements become huge, and ordinary text has a huge space before the next tagged text.

I even copied CSS code from online sites, replacing my own completely, with SAME RESULTS.

Does my declaration affect this:
<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.0//EN">
