Thanks Danny!!

This looks interesting.  I think I'll have look closer into this. At 
first scan, it looked like it can do what I need.  Basically, I'm trying 
to find a CA that I can run locally to be able to generate/sign/verify 
certificates to authenticate Cisco VPN Clients.
