[ale] authenicate POP3 before SMTP

I need to setup my sendmail config to allow remote users to relay email
after pop3 authentication.  I've seen something about this before, but can't
find info on this now.  Anyone have any suggestions?  With just me on the
road, I can ssh in and change the access file in /etc/mail.  I'm running RH9
by the way.
