Simple answer:  There's probably nothing to hold on to.

Complex answer:  Bureaucracy and red-tape.  Why should we justify 
spending XXX,XXX dollars for a safety concern that will likely _NEVER_ 
happen.

P.S.
I'm a Bill O'Reilly fan and I'm watching his program right now.  He did 
a big expose' last night about why NASA fired 5 safety commissioners a 
year ago and is following up with it tonight.  His timing was probably 
not best.  The fellow ale-list-member O'Reilly fans probably caught the 
show.
