I strongly suspect that this is a user-configurable thing, but
I'm not enough of a Gentoo person to know how to do it. Perhaps
removing "X" from the USE= line in /etc/make.profile/make.defaults
would do it? And there must be some way to do the equivalent in
a package-specific manner.
