This came up recently on the kde-linux mailing list. This is what worked for 
the person who asked earlier:

You can add the mbox as a receiving source in Settings -> Config KMail -> 
Network -> Receiving.  Click Add, select local mbox and fill in the details.  
You can of course delete it after you have finished importing.
