Open a DOS prompt and run netstat -nr. If you have no default you don't have a route.
Also run ipconfig. if you plug directly into the cable modem you will have a public IP.
After you have confirm this. Open IE go to Tools then internet connection. click on the
connection tab and run the stupid internet connection wizard.
