There was a plugin that supports vector drawing called gfig. It was
originally for version 1.0. It looks like is has been included as part
of the standard Gimp plugins that ship with the source code.

If you open a new image window, go to "filters"->"render"->"gfig" it
will pop up a new window with object controls. This is from RedHat 8
with Gimp 1.2.3
