[ale] Web Proxy issues

I've got apache on a gateway doing proxy stuff.  Below is a piece
of the config file.  I had an issue with the world using the 
same server as a public proxy server.  I tried the Allow from to
make sure only 192.168.100.X could use it.  But they world was still
viewing porn.  Can someone tell me what the correct syntax is?

    ProxyRequests On
