[ale] can I assign a program to a hotkey without a WM in X?

Does anyone know if I can assign a button on my keyboard (one of the
granny keys not a control key) to a start a program? Specifically, I'd
like to set the "CD" button to load gtcd. I found the scancodes using
`xev`, but I'm not sure what to do with them now. All of the docs that
I'm finding talk about how to set your WM events to keys; but I'm not
running a window manager (It's odd, I know, but it's intentional)!
Can anyone shed any light on this for me?
