I asked the same question last summer and have used this tool - you might 
make some local trims to the script, but basically it does what you ask. 
ImageMagick is used to make the thumbnails. It has an 'append' command so 
you can do those pic with one format, add the next group with another 
proportion, ...

The author asks for a contribution if you like it.

To make web pages out of a directory of jpgs I use a perl script called
'album'.  It's pretty robust.  It thumbs the pics then creates
appropriate html to view the pics.
