I too find no humor in that statement, and by all appearances cfowler meant
none.  You have to admit that being enslaved at the hands of a murderous
killer is a very effective means of getting productivity out of normally
unproductive folks.  One doesn't have to look too far in the world today to
see plenty of examples of this.

I'm with cfowler on desiring more productive government representatives
(Senators too!), but I think the ballot box is the way to do it. ;)
