Have you considered adding more fans elsewhare (for example, an inlet fan
at the bottom front of the case)?
That said, changing the power supply fan is relatively trivial. The power
supply has all softs of "no user serviceable parts inside" stickers, but
if you are handy with a soldering iron, then you alread know this does not
mean you.
The fan is often attached with a plug. Unplug it, unscrew it, replace it,
plug in the replacement. If the replacement does not have a plug, then
cut the wire on the old fan and splice it to the new one. Solder the
splices and wrap it with heat-shrink tubing.
I STRONGLY RECOMMEND USING THE HEAT-SHRINK TUBING, AND NOT VINYL TAPE.
VINYL TAPE HAS A TENDENCY TO COME UNDONE.
ADDITIONALLY, PLEASE BEWARE ANY METAL PARTS IN THE POWER SUPPLY. THE HEAT
SINKS MAY BE LIVE, EVEN WHEN THE POWER SUPPLY IS UNPLUGGED, DUE TO THE
CAPACITORS IN THE POWER SUPPLY. PLEASE ATTEMPT TO DISCHARGE THE
CAPACITORS (MAY NOT BE PRACTICAL) AND KEEP ONE HAND BEHIND YOUR BACK (TO
AVOID GROUNDING YOURSELF) WHILE YOU ARE WORKING INSIDE THE POWER SUPPLY.
ALSO MAKE SURE THAT YOU HAVE A SPOTTER WHO CAN CALL AN AMBULANCE FOR YOU
IF YOU GET ZAPPED.
