[ale] Resuming download from command-line FTP

Say I download 12345678 bytes of xyz.tar when my download is
interrupted.  I'm assuming the offset supplied to the "restart" command
is supposed to be 0-based.  So is this how I restart it?

ftp> restart 12345678
ftp> get xyz.tar
