It may be more like something he is using to encrypt his message with...

This looks like what I would imageine the output of one of the english
language encryptor thingies would look like (I can't remember the name
of the program, but I think one is on sourceforge).  Its a program that
takes text, and (I think it may even be a perl script) intersperses it
with random words from a dictionary file in such a manner that it does
not make sense, but its somewhat readable.  I cannot remember what the
name of this form of encryption is either, but I believe it was a hot
topic on slahdot a couple of years ago... (Its not steganography is it?)
