Please allow me to introduce myself. I am Professor Theophilous Mukthar and I am a Director with the Budget and Planning Department in Nigerian National Petroleum Corporation (NNPC), Lagos. I am also the Head of the Ministerial Tenders Committee in the Ministry of Petroleum Resources. Our duties in the Committee center around the award of contracts in the Ministry.

My colleagues and I, of the Committee, in collaboration with the Contract Appraisal Director in my corporation overinflated the contract value for the TURN AROUND MAINTENANCE (TAM) contracts of two refineries in Nigeria awarded in 1997 to a chosen firm of contractors. This was done in order for us to receive as consideration 10% of the total contract value as our commission.

The contract was completely executed and the contractor has been paid for all the phases of work done. The sum of US$31.00 Million is left over and it represents the 10% which had been agreed on earlier as our commission for awarding the firm the contract.

We hereby solicit your co-operation in order that the funds may be remitted to your bank account. We seek this assistance because it is not possible for us by virtue of our positions in government to claim it. In this light we ask for your help in a mutually beneficial relationship. We request that you provide all the necessary assistance you can so that the funds can be transferred into your account. We intend to invest part of the funds in your business (if you accept) and any other viable companies that you may advice. Part of the funds will be used in the purchase of finished products from your country for resale in Nigeria while whatever is left over you would help us to deposit in a fiduciary or trust account.

If you wish to assist, we are willing to give you a commission of 30% of the funds. 10% will be set aside for any miscellaneous expenses we [any party] may incur during the process of the transfer. 

We have worked out all modalities to effect the transfer of the funds and there is absolutely no risk involved. However in the light of the way I am contacting you, I will understand if you are a bit sceptical. Finally click on the 10th of March 2001. The lead story there should interest you quite a bit and give you an insight into exactly what I propose.

I would like you to understand that you must be very discreet in the way you handle this issue as we are public servants in the employment of the government. If this business transaction is successful (i.e. when the money gets to your account) we will resign from government service to engage in private business.
