[ale] Changing date/timestamp on directory

How can I change the date and/or timestamp on a directory or file 
manually?  I know that the c based functions for manipulating files and 
directories do this all the time.  Is it possible to issue a command at 
the shell that will make a directory have the modification date and time 
that I want?  I am making CDs and I wish to assign specific dates and 
times to newly created directories to reflect the date that the work was 
done on the files contained within.  The files have the right date and time.

I can't use the original directory the files were in since it has an 
older date and time than I want.
