[ale] cpu underclocking

i would imagine that lowering the voltage would increase the current.
Brownouts can destroy compressors and such. Are the amps so low that
the voltage drops don't matter?
speaking of quiet power supplies, tomshardware.com has a nice writeup on
testing a lot of power supplies in 300 watt range for quality. Several
were very quiet and reliable.
