One employer can not dictate the morals of the employees. That is
entirely realm of the individual employee. 

However, the employers moral do set the tone for the overall morals of
the organization. If an employer is "dirty", it will tend to, over time,
attract a similar crowd of employees. The employees of higher moral
standards will leave. 

I tend to view the current Org charts as being printed upside down. The
person called "CEO" is not at the top of the pile, but rather at the
base of the tree. Thus, if the core management team is "rotten", the
entire tree will will wither and die (Enron et al). It is the
responsibility of the "root structure" in an organization to provide and
anchoring system in to the surroundings, as well as sustenance to
nourish the entire organization. The employer has the weight of the
organization to bear. They have a duty to "uphold" the structure of the
organization. 

Sadly, I don't see many large corporations that act in this manner.
