Try ORBit, which is used by GNOME:
http://ORBit-resource.SourceForge.net/
It binds to C and Perl very well, and bind to C++ (some parts might still
be incomplete). It doesn't appear to have a Java binding, but there is a
binding to a JavaScript server project.
