I have been able to closely observe such processes in the past.

I'd love to, but even if 100,000 highly qualified computer geeks marched 
into the governor's office, each willing to donate their expertise along with 
a shiny new laptop computer, it wouldn't be 10 seconds before "reasons we 
can't do this" started pouring in.
