Not to rain on your parade, but I don't think you're going to be able to put
more ports in a 1U machine than, say, a Cisco 7513.  There just isn't the
physical space on a single PCI card.

Cisco makes a pretty nice 1U router in their 7400 line. 2 10/100/1000
interfaces plus a Port Adaptor slot.
