[ale] ale.org web server misconfigured/missing scripts?

When I hit the http://www.ale.org/archive/ale/ link and try to
use the search feature it returns:

Not Found
The requested URL /cgi-bin/htsearch was not found on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.
Apache/1.3.20 Server at www.ale.org Port 80

The URL it is trying to go to seems to be:

http://www.ale.org/cgi-bin/htsearch
