[ale] RH 7 access to kppp without root password

I'm just thinking out loud now, but couldn't you use the following concept 
on a small system (we wouldn't want to generate a large administration problem).

Couldn't you take away the execute permissions on kppp from "all users" and put
"Joe" in a group that can execute kppp?
