[ale] Force password expiration

I'd thought this would be an easy answer to find, but I haven't had any
luck searching online.  I'm probably overlooking something obvious.

How can I force expiration of a user's password -- that is, require the
user to change their password at their next login?

If there's a way to *create* a new user with such an expired password by
default, i.e., require the user to choose a new password the first time
they log in, that would be even better.  Thanks for any pointers.
