It could be arcing in the 30KB or so CRT circuit.  In the summer when it
gets more humid, this is more likely to occur.  Sometimes turning it off,
waiting an hour for it to discharge, taking the cover off and cleaning with
solvent helps.

In my case, this didn't work and I had to buy a new monitor.

WARNING:  Best Buy's $50 rebate on ViewSonic monitors is a fraud.  I duly sent
in my register receipt with proper doc within the allowed time and
they claimed that it was late and the doc incomplete.  I'm still hassling
with the thieves.  (ViewSonic committed the fraud but the offer was on
Best Buy's web site.  My bank says I can only dispute the entire purchase
price and waste my valuable time returning the unit and buying another
one.)
