[ale] DBF data to web

.DBF was the extension for dBase data files.  Tom didn't say if the .dbf
file HAD TO REMAIN ACCESSIBLE to dBase; there could be a snag there if so. 

If it is OK to port the data to something Linux-native (e.g., MySQL), then
Zope (www.zope.org) would be excellent for this sort of thing, if Tom knew
how to do that (I don't - at least not yet).
