[ale] mgetty and caller ID setup

I didn't touch the dialin.config file.  Basically it's blank (besides 
comments).  I'm not using the --tts option (which actually could speed up my 
time if I were to try it... let me know if it helps any).  I'm actually 
"echoing" information to a file (eg changing the voice first, then speaking) 
and using the -b option to run.  You know... now that I look at what I'm 
doing... it's no wonder why it's taking forever!!!
