Most likely your problem is not being caused by a lack of good ground, but most likely from a ground "loop". There are two ways I know of to fix this, one is free, simply cut the ground plug off of your power plug (I don't recommend this, tried it once, and got tickled by my case). Or, just go to Wal-Mart (road gear), or any decent car stereo shop, and buy a ground loop isolator, it's just a little plug that goes on the end of an RCA cable, and should remove most, if not all of the hum.

Has anyone on the list had any expirience with methods of getting good
solid grounds on a pc case and specifially the sound card itself so as
it remove all of the tape like HISS interference associated with audio
playback? Last time I hooked up my sound card to my proton amp it
sounded worse and the 1980 reel to reel I keep around for laughs...
