Its like good, cheap, fast rule.
In any case you can have only 2 of them.
so by getting a lot of work force cheap and fast you are not gonna get good.
Some corporations think that they can gain something from that.
Quantity over quality and ship it :)

I pointed out that the 'average' H1B in that company had skills lower than 
I would expect.  I've known several who were very skilled and whose skills 
are fully comparable or superior to a local with equivalent experience.
