A while back, I found a software package that should be exactly what you're
looking for. It will do exactly what you want and more. Webmin
(http://www.webmin.com/) is a web-based "control panel" for just about every
administrative function for Linux/Unix. It supports a wide range of Linux
distros. and several flavors of Unix.
Webmin has modules for most functions including Bind. Best of all, you can
create their user accounts never have to give anyone root access to your
Unix box! You don't even have to give them a shell if you don't want them
to log in. Webmin is setup in modules, so you can give your support staff
as much or as little responsibility as you want.

BTW... I would highly suggest following their instructions for using Webmin
with SSL.
